We would love to be able to open this challenge to the entire world. Unfortunately, contests and sweepstakes rules and laws vary by country and as a result, this contest is only available in the countries listed in the eligibility section. We wish we could support more countries, but for this contest, we're limited only to that list.

"The challenge is open to all individuals age 18 years or older who hold citizenship in the United States, Canada, United Kingdom, Ireland, Switzerland, Germany, Austria, Sweden, Norway, Finland, Denmark, The Netherlands, Belgium, Italy, Australia, New Zealand, Japan, Korea, Singapore, Taiwan, Hong Kong, China, India, or Turkey. Teams, companies, and firms are allowed to enter a submission, but each submission must be accompanied by a primary contact that meets the eligibility criteria. Individuals may submit entries as individuals and/or as part of a team."
So for citizens of ineligible countries to enter, they must be a member of a team, company or firm that has an individual designated as the "primary contact" that meets the eligibility criteria.
John, this is the worst excuse i read. Once again Cut&Paste don't have responsability in this one, is Adobe fault but if websites like deviantART.com sell intelectual property from users from all over the world, why can't Adobe use the same? If people outside the countries that are eligible for this competition accepts that they grant the rights for the transmition and modifications of their concept (aka ad) for Adobe Photoshop and the theme "See What Is Possible" i don't see how Adobe can be in trouble. In the Financial question, is like Adobe hiring a motion professional from any country in the world, since Adobe is not giving the money by lucky system, Adobe will be paying for the best vídeo they get, they are paying like i was contracted as freelancer. Or they can make the prize a donation, then they don't have troubles for financial issues outside EU, because in EU we have the EURO currency that is used a lot, only UK and Sca don't use Euro, the danish people uses i think, but in Norway they have the NOK and in Sweden they have the SEK (i think). Anyway in EU the financial transactions are easy so i don't agree with that explanation, i accept it if Adobe was talking about countries outside EU. I'm portuguese and i already received money from german, french, swedish, norwegian,... companies really easy with no catch on it. To all EU designers whose country is not listed as eligible- We understand the confusion and we too would like all designers to be able to participate. Unfortunately, after Adobe exhaustively reviewed this issue, they informed us that the rules regarding contests and intellectual property are not the same across EU countries and this contest involves not only prizes, but also intellectual property and Adobe's use of it in their marketing. Each EU country has different laws that govern these issues and unfortunately only the countries listed as eligible have laws that Adobe can work with for this contest. We all wish it could be different. Thank you for all your interest in submitting your work. We know the "team-up" idea is not ideal, but it's the best we have for this contest and we hope to accommodate ALL interested designers in our future online (and of course onsite) contests and competitions. If you know EU you know that the primary rules applies in all EU countries, i think this rule is really bad because if i team up with a random guy from the UK and he only submits the video it will be accepted, is stupid. I want to know how they will share the prize if someone outside the eligible countries wins in a team. Please open this contest to all EU countries (EU is not Europe), we have the same laws in EU. Last year here in Portugal we had the congress of EU nations, the EU chairman is portuguese, we use EURO but we can't submit a video in a contest :(

I understand your frustration regarding the rules. We really have no desire to exclude anyone from the contest!
We must however adhere to rules that Adobe's legal department sets out for us. They have concluded that there are unique legal circumstances for individual EU member countries and that not all of those circumstances fit Adobe's legal requirements.
Please understand that this exclusion is no way intended as a slight to Hungary or any other nation.

What if I work with my english colleague, as a team, and he is the primary contact? Is that eligible? Does a team need to be "official"? How official ?
I'm from Hungary, but anyway. I am a EU citizen. Doesn't that count in anything ? I work in the UK, but not for long enough. EU citizenship can't give a pass ?
Regarding the "Permanent American Resident" status: You would need to be a citizen in order to compete.
Unfortunately, France is not an eligible country. That being said, you are welcome to post your work but you will not be eligible to win any prizes, if you don’t meet the challenge requirements.
What about Permanent American Residents, are they allow on competition?
